What the Timestamp Is Actually Measuring
A phone doesn't stream its location continuously — it checks in periodically to save battery, and the "last seen" time is simply when the most recent successful check-in happened. A gap of a few minutes is the app working exactly as designed, not a delay or a fault. It only becomes worth noticing when the gap grows far beyond what the phone's normal check-in interval should be.
Ordinary Reasons for a Gap
The phone is indoors or underground, with a weak GPS and Wi-Fi signal — common in basements, malls, and the metro
The phone is in a low-signal area, like an elevator, a train between stations, or a rural stretch with patchy network
The screen has been off for a long stretch, and Android is deliberately conserving background activity
The phone is charging in one spot, which sometimes checks in less frequently since there's no movement to report
Signs the Gap Is Worth Looking Into
The gap keeps growing over hours instead of resolving within a normal check-in cycle
This is a new pattern for that specific phone, not something it always does in this location
It coincides with a plan you knew about — a solo trip, a late return — where you'd otherwise expect regular updates
You've tried calling and gotten no answer, on top of the stale location

A Simple Rule of Thumb
Treat the last-seen time as "as of when the phone last had a chance to check in," not "right now." If the gap matches what you'd expect from being underground, on a train, or with the screen off, it's not a signal of anything. If it's a phone that normally checks in every few minutes and it's now been silent for an hour with no obvious explanation, that's the point to reach out directly instead of continuing to refresh the map.
